While praising the work she is doing to the shelter and counsel unwed mothers in her home, an administrative law judge said a Ramsey woman must conform to dire and safety codes.
In a 16-page decision released yesterday, Judge Robert P. Glickman downgraded to $500 the two $5,000 fines that the Department of Community Affairs (DCA) sought to levy against Kathleen M. DiFiore for operating the shelter at her Prospect Street bilevel without a license.
